Keir Starmer's Backers Initiate 'Halt Andy Burnham' Drive to Prevent Mayor's Commons Comeback

Key supporters of Prime Minister Keir Starmer have allegedly started a coordinated initiative to prevent Andy Burnham, the Labour Party Greater Manchester Mayor, from making a comeback to parliament. This move follows the stepping down of a Manchester-area MP, which has prompted an upcoming by-election.

Serious Barriers in the Candidate Selection Process

Multiple members on the Labour Party's ruling NEC have reportedly predicted it would be virtually impossible for Mr. Burnham to successfully pass through the selection procedure. This is primarily due to the sizable number of supporters of the Prime Minister on the committee who are anxious to head off any potential challenge to Starmer's leadership.

The party apparatus is said to have sprung into action following the announcement of the MP's planned departure, with officials and MPs voicing warnings about the considerable financial cost and electoral danger of a resulting mayoral race in Greater Manchester.

Burnham's Ambitions and Internal Disquiet

Andy Burnham has been open about his national ambitions. Previously, he prompted anger within No 10 and among senior ministers when he stated that numerous MPs had encouraged him to stand for the party leadership.

There has long been speculation that he is seeking a return to parliament to potentially stand for the party leadership should a challenge to Sir Keir arise. However, supporters of the Greater Manchester Mayor have cautioned against overstating the level of any planning, suggesting he is deeply committed to his current role and would solely re-enter national politics if he felt he had a meaningful contribution to make.

"People want to paint him as scheming and plotting but that’s absolutely not where he is. He loves being mayor of Manchester. It would only ever be an option if felt he had something to offer," one ally said.

Political Landscape and Poll Ratings

Against a backdrop of polls indicating Sir Keir is unpopular and many MPs despondent about Labour's fate at the forthcoming election, Andy Burnham stands out as the sole prominent Labour figure with consistently positive public approval ratings.

If Mr. Burnham choose to stand, multiple obstacles remain. He would need to be selected by the NEC—where the chances are not in his favour—and then secure victory in the byelection against competition from Reform UK and pro-Gaza independents, all before any potential bid for the leadership.

The 'Stop Andy' Campaign

Senior Labour sources have said that a "Block Burnham" campaign is already in progress, with the party machinery being closely managed by key allies of the Prime Minister.

The Prime Minister himself commented that the by-election procedure was in its "initial phases" and urged his MPs to cease discussion of possible leadership challenges.

Andy Burnham, speaking before the MP's departure was confirmed, told reporters: "People shouldn’t rush to conclusions. I have been very focused on my role as mayor of Greater Manchester."

Financial and Political Dangers

Figures on the committee have reportedly cited not only personal animosity towards Mr. Burnham but also the significant expense of a mayoral byelection in Greater Manchester. This could divert an estimated £500,000 in party funding from other crucial elections across the country.

"It is deeply selfish of Andy to want to run for this – costing us tens of thousands we don’t have and diverting activist resources... It is absurd beyond description and cannot be allowed," a figure stated.

Several sources also expressed concerns about Reform UK potentially fill any vacancy left by Mr. Burnham, which would represent a major political win for them.

Union Influence and Procedural Fears

As a publicly elected mayor, Mr. Burnham would require the NEC's permission to run. It is also possible the body could impose an all-female shortlist to prevent his candidacy.

However, a supporter counselled against presuming the NEC would simply reject him, despite Sir Keir's team is widely thought to dominate it.

The trade unions occupy a significant number of seats on the NEC. While the biggest unions are currently keeping their counsel, insiders indicated they would be uncomfortable with anything perceived as interference from Downing Street.

The general secretary of the Fire Brigades Union stated: "It would be a democratic outrage if Andy Burnham was blocked... Our union will fiercely resist any attempts to stitch up the selection. It’s vital that there is a full and open democratic procedure."

Electoral Challenges

The constituency in question holds a considerable Labour majority. However, Reform is likely to launch a significant challenge, capitalising on support in one part of the constituency. Labour believes it is on firmer ground in the larger Greater Manchester section, though it could face some pressure from pro-Gaza independents.

If Mr. Burnham re-enter the Commons, he would need the backing of 80 Labour MPs to mount a leadership challenge, a requirement that is far from certain given he is regarded with caution by some on the backbenches.

The resigning MP stated he was stepping down due to deteriorating health, which had made it impossible for him to continue in his role. He is also subject to a parliamentary standards investigation concerning his involvement in an inappropriate online group.
